I am in the opinion that the mess confronting PCSO now started with the additional two pesos (Php2.00) per ten pesos (Php10.00) bet and the twenty percent (20%) deduction from the jackpot prize won by a bettor. Please run down again Republic Act No. 1169 An Act Providing For Charity Sweepstakes Horse Races And Lotteries. I am not aware if this Act has been amended but insofar as the Act is concerned, in no part of the the Act that state that PCSO has the mandate to amend laws enacted by Congress and approved by the President of the Philippines. Now where did PCSO got it’s authority to impose deduction of twenty percent (20%) won by a bettor from lotto jackpot prize? And the additional two pesos (Php2.00) for every ten pesos (Php10.00) bet?
